Seated in a plain room, an elderly retired police officer in a dark kaftan addresses the camera for over five minutes about his gratuity and pension, gesturing as he goes through his grievances.

What broke
Under the scheme, an officer's retirement income depends on contributions made, or not made, decades earlier, and on how the fund was managed in between. The retiree is the last to find out when either went wrong, and has the least power to fix it.
